Renewing a Maldives work permit

Quick answer

  • Work permits are renewed by the employer through the Xpat system, before they expire.
  • Since 2024, permits are only issued or extended after a valid work permit medical report has been submitted.
  • Late medicals and unpaid permit fees lead to fines, and employers with arrears have had Xpat services suspended.
  • Workers whose permit lapsed while abroad can submit a medical report from abroad to extend and return.

Getting a work permit is only the beginning. Keeping it valid matters just as much, for workers and employers alike. Expired permits and medicals lead to fines, can block the employer's other applications, and can leave workers unable to travel or re-enter the country. This guide explains how renewals work, the central role of the medical report, the penalties for falling behind, and practical steps to stay compliant.

Who is responsible for renewal?

As with the original permit, renewal is done by the employer through the government's Xpat system. Employers are required to make sure every foreign employee holds a valid work permit and work visa at all times. Workers cannot renew their own permits, but they play a part: completing the medical on time and keeping their passport valid.

How long permits last

Work permit validity depends on the job category. Professional and managerial roles have been issued permits for one to three years, while other categories are generally issued for one year at a time. Check the expiry date on your current permit, not on your original contract, because they are not always the same.

The medical report comes first

Since 2024, the Maldives has tied work permits closely to medical screening. Work permits are only issued or extended after the worker's medical report has been submitted through the Xpat system. The medical must be done at a hospital or clinic authorised for work permit medicals and must include all the tests prescribed by the Ministry of Health.

For renewals, this means the medical is the step that most often causes delays. Book it early, because a renewal cannot be completed without it. Work permit medical services have been expanded to some island health centres, so workers outside Malé may be able to complete them locally.

The renewal steps

  1. Check expiry dates for the work permit, the work visa, the medical and the passport.
  2. Book the medical at an authorised facility in good time.
  3. Submit the medical report through the Xpat system.
  4. Confirm the quota for the position is still valid, and pay any quota fee due.
  5. Apply for the permit extension and pay the permit fee.
  6. Renew the work visa as required.
  7. Give the worker a copy of the renewed permit and visa, and update records.

Fee levels widely reported for the system are MVR 2,000 per year for a quota slot and MVR 350 for a work permit, but check the current figures, as fees can change.

What happens if things lapse?

Late medical reports

Failing to submit a work permit medical on time attracts a fine. Reports on the Regulation on Employment of Foreigners have described a fine of USD 130 for each year of expired work permit medical; another report gave the amount in rufiyaa. Either way, the cost and the disruption add up quickly, especially for employers with many workers.

Expired permits

If a permit expires without renewal, fines apply and the worker is no longer properly documented. This can cause problems when travelling, changing jobs or dealing with banks, which check permit validity when opening and maintaining accounts.

Unpaid fees and fines: employer enforcement

The government has taken firm action against employers with outstanding expatriate fees and fines. In recent enforcement rounds, the Ministry of Homeland Security set payment deadlines and warned that employers who did not pay would have new permit issuance suspended through the Xpat system, have their names published, and face suspension of services. Deadlines were extended in some cases, and employers were offered the option of repayment plans, with thousands requesting to pay in instalments over a year.

For workers, the practical risk is that an employer's arrears can hold up renewals for everyone on its books.

If your permit lapsed while you were abroad

Workers sometimes find their permit has expired while they are on leave in their home country. The government has allowed workers in this situation to obtain a medical report abroad, submit it through the Xpat system, extend the permit and then enter the country. Ask your employer to check the current procedure and confirm the extension before you book your return flight.

Changing employers

A work permit is tied to a specific employer and job. If you want to change jobs, the new employer generally needs to apply for a permit for you under its own quota. Leaving one job before the new permit is arranged can leave you without valid status, so plan any change with both employers and check the current rules on transfers with the Xpat helpline or Maldives Immigration.

Passport renewals

If your passport is due to expire, renew it in good time through your embassy or high commission. Once you have a new passport, your employer will need to update your details on the Xpat system so that your permit and visa are linked to the new passport. Keep copies of both old and new passports.

An example renewal timeline

Take a worker whose one-year permit expires on 30 June:

  • Late April: the employer's tracker flags the renewal. HR confirms the worker's passport is valid for well over a year.
  • Early May: the medical is booked and completed at an authorised clinic.
  • Mid May: the medical report is submitted on Xpat; the quota fee is paid.
  • Late May: the permit extension and visa renewal are submitted and fees paid.
  • Early June: the renewed permit is issued; the worker receives a copy and the tracker is updated to the new expiry date.

Starting two months early leaves room for a delayed medical result or a query from the authorities without risking a lapse.

When a worker leaves

When a foreign employee resigns, finishes their contract or is dismissed, the employer should complete the departure steps on the Xpat system and cancel the permit promptly. This stops further fees accruing on the slot, keeps the employer's records accurate, and avoids the former employee appearing as "missing" on the employer's account. Workers should make sure their final wages, leave pay and any end-of-service entitlements are settled before they leave.

Tips for workers

  • Keep a copy of your current permit and visa, with the expiry dates highlighted.
  • Remind your employer at least two months before expiry, and ask when your medical is booked.
  • Do the medical as soon as it is arranged; don't postpone it.
  • Keep your passport valid well beyond your permit's expiry date.
  • Before travelling home on leave, check that your permit will still be valid when you return.

Tips for employers

  • Keep a single tracker of every worker's permit, visa, medical and passport expiry dates, with reminders 60 and 30 days ahead.
  • Budget for renewals: quota fees, permit fees, medicals and any insurance.
  • Book medicals in batches if you have many workers renewing at once.
  • Clear any arrears promptly, or enter a repayment plan, so your Xpat access is not suspended.
  • Review quotas each year and cancel permits promptly when workers leave, so you don't keep paying for unused slots.

Where to get help

For questions about work permits and the Xpat system, contact the Ministry of Homeland Security and Technology, which has published a helpline (1500) in connection with expatriate services. For visa questions, contact Maldives Immigration. For disputes about your employment, such as an employer refusing to renew or unpaid wages, the Labour Relations Authority is the place to go.

Renewal checklist

  1. Expiry dates checked: permit, visa, medical, passport.
  2. Medical booked and completed at an authorised facility.
  3. Medical report submitted on Xpat.
  4. Quota and permit fees paid.
  5. Permit and visa renewed before expiry.
  6. Copies given to the worker; tracker updated with new dates.

Common questions

When should a work permit renewal start?

Well before the expiry date. Arrange the medical early so the report is ready, and ask your employer to submit the renewal with time to spare. Waiting until the last week risks fines.

Who pays renewal fees and fines?

Permit and quota fees are the employer's responsibility. Fines for late renewal generally fall on the employer too, which is why responsible employers track expiry dates closely.

My permit expired while I was on leave abroad. Can I come back?

The government has allowed workers in this situation to obtain a medical report abroad, submit it through the Xpat system, extend the permit and then enter the country. Ask your employer to check the current procedure before you book flights.

How do I check my permit status?

Your employer can see your permit details on the Xpat system. Ask them for a copy of your current permit showing the expiry date, and keep it with your passport copy.
